What is the new code for public contracts?
The new code for public contracts has brought significant changes and simplification to the governing of public contracts, with the aim of ensuring increased efficiency, competition, quality and sustainability in procedures for the granting and fulfilment of public contracts. In its role as an important local organisation, and with the aim of discussing new scenarios resulting from the code, SACBO, with the collaboration of the professional associations of engineers and lawyers, with the support of the Silvio Spaventa Chamber of Administration of Bergamo, and with the patronage of the Municipality of Bergamo, organised the event “the new code for public contracts and its operational effects”, which took place on 22 January 2024 at the Papa Giovanni XXIII Congress Centre in Bergamo.
What the SACBO event involved
The event began with a welcome from the President of SACBO, Mr. Giovanni Sanga, the President of the Order of Engineers from the Province of Bergamo, Mr. Diego Finazzi, the President of the Silvio Spaventa Chamber of Administration of Bergamo, Mr. Ambrogio Falchetti, and the President of the Bergamo Association of Lawyers, Mr. Giulio Marchesi.
This was followed by the speakers, coordinated by the President of the Court of Brescia, Mr. Vittorio Masia, who examined the main aspects and the changes in the new code of public contracts, with reference to the procedure for granting and fulfilment of public contracts, the various forms of public-private partnership, social, environmental and ethical clauses and the digitalisation of procedures. The speakers included the President of the 7th Section of the Council of State, Mr. Marco Lipari, the Emeritus Professor of Administrative Law at the University of Milan, Mr. Guido Greco, the Judge for the Regional Administrative Court of Lombardy, Mr. Giovanni Zucchini, and the member of the National Council of Engineers, Mr. Sandro Catta.
SACBO was represented by the Head of Procurement and Insurance, Mr. Cristian Solari, who spoke of the initial effects of the new code on airport services, in particular the changes that have been made as a result of the digitalisation procedure introduced in 2024, which led to increased efficiency, transparency and quality in procedures for the granting and fulfilment of public contracts.
The event ended with a debate between speakers and the audience, which allowed further examination of certain themes and an exchange of opinions and experiences regarding public contracts.
